At the beginning of the 2010‑11 Barclays Premier League season, a significant new rule was introduced, namely within Section L of The Premier League Handbook 2010/11
. This rule stated Immediately following each transfer window, all Premier League teams must submit a Squad List of up to 25 players to the Premier League. Each Squad List may include, at most, 17 non-Home Grown players.

A Home-Grown Player
means a player who, irrespective of nationality or age, has been registered with any club affiliated to The Football Association or the Football Association of Wales for a period, continuous or not, of three entire seasons, or 36 months, before their 21st birthday (or the end of the season during which they turn 21).

Rules on Under‑21 Players
Under‑21 players are eligible over and above the limit of 25 players per squad. To be classified as being Under-21 for the campaign players will have to have been born on, or within 21 years of, January 1st of the calendar year within which the season commences. Now that is somewhat paradoxical to me, the beginning of the year and not the season? Personally I can‘t see the reasoning behind that. Surely it would make more sense if the anchor date was the beginning of the season?
